The MainStreet Energy Efficiency Partnership Program is modeled as a result of “best in class” programs delivered in California, a leading state for energy efficiency (EE). A lead member of the MainStreet Partnership, EnerPath, has the experience and know-how in using technology solutions to deliver highly successful EE programs, effectively and efficiently, and with significant scale. This program utilizes best in class energy auditing tools and software loaded on handheld PDAs that integrate a Web-based enterprise platform for managing and tracking EE programs and activities in near real-time.

Other features of the program are as follows:

  • Transparency
    • The program is supported by EnerPath’s® Web-based management system. All program activities and results can be managed, monitored and tracked in near real time, integrates a dashboard and visual displays utilizing ESRI’s ArcGIS layer environment compatible with many of the cities.
  • Business Process, Tracking and Management
    • The business process uses proven methodologies and technologies to manage each and every aspect of the program.
    • The process provides secure Web access for program managers, users and contractors so that activities and reporting is managed efficiently.
    • Real-time and near real-time tracking of all program activities.
    • Measure performance on dashboard (kilowatt and kilowatt hour savings, job creation and carbon reduction) graphical displayed. Measure performance and activities is also displayed in GIS.
    • Real-time program management of all accounting activities.
  • Technology & Innovation
    • The program is supported by robust and industry-proven software technology utilizing mobility tools (PDAs), used by energy auditors and inspectors that are coupled with Web-based program management tools.
    • The program is innovative in its use of technology to capture important data that supports future program design for the utilities while capturing the highest potential for savings at the lowest possible cost.
    • The program is innovative in its ability to scale with near real-time displays of EE activities in a GIS environment.
  • Target Market Selection
    • There are over 200,000 small businesses served by SCPPA members (customers under 50kW) and millions of homes. The program seeks to deliver services to at least 30,000 of these customers.
    • The program places a $2,500 cap on each customer investment made by the partnership. Estimated average per customer is approximately $1,000 to $1200.
  • Cost-Effectiveness
    • The program is highly cost-effective with an estimated level cost of approx. 5 to 6 cents per kilowatt hour saved.
  • Creating Green Jobs
    • The program creates more green jobs per dollar invested than any other alternative source for energy including coal, natural gas, nuclear, solar or wind (over four times as many jobs as a nuclear power plant).
    • The program supports skills development and institutional capital that serves the communities and its community partnerships.
    • The program integrates recruitment, training, skills development and effective and timely deployment on a large scale.
  • Market Transformation
    • The program supports emerging growth for sub-industries supporting implementation and encourages the market to spend dollars in the local economy and to make investments that provide added economic and environmental benefit.
    • The program overcomes market barriers in what is typically defined as “hard-to-reach” while guaranteeing a low transaction cost.
  • Best Practices
    • The program specifications are jointly reviewed and approved by all parties and guarantees integrity for specification grade materials being installed.
    • Responsible waste management, manifestation and recycling is maintained.
    • Software integrates “rules-based” central processing for measure recommendations to ensure data integrity.
  • Branding & Marketing
    • The program is supported by a strong brand in MainStreet Efficiency™, the city of Anaheim, and other SCPPA members.
    • The brand is marketed with program brochures, t-shirts and logos, window decals and strong recognition of MainStreet partners.
    • Program materials are designed in collaboration with stakeholders to deliver effective messaging.
  • Quality Assurance & Customer Satisfaction
    • The program guarantees 100% inspection by the program implementer.
    • Customers are supported through follow-up phone contact to ensure the highest level of satisfaction.
